A new law is now effective that exempts most single-family properties from the requirements of the Tenant Opportunity to Purchase Act of 1980 (TOPA). This workshop, sponsored by the Rental Conversion and Sale Division (CASD) of the DC Department of Housing and Community Development, will explain the law’s provisions to tenants, landlords and other housing providers.

TOPA generally provides that before rental housing is sold, an owner must give tenants or tenant organizations an opportunity to purchase the property.
On July 3, 2018, the TOPA Single-Family Home Exemption Amendment Act of 2018 (Bill 22-0315, Act 22-339) became effective. This law amends TOPA to exempt single-family properties except for rental units occupied by certain elderly or disabled tenants, who may be entitled to a limited opportunity to purchase if they meet specified conditions.
The workshop will provide an overview of the new law, to include:
- Types of single family properties that are exempt
- Criteria that an elderly or disabled tenant must meet to still have a limited opportunity to purchase
- Notice and documentation requirements
In addition, CASD representatives will answer attendee questions.
